MLA Defeats Wheeler-Smith Amendment

The Michigan Library Association defeated the Wheeler-Smith amendment April, 2010, that would have diverted penal fines from the new texting law to other funding sources. According to section 9 of the State Constitution, penal fines are mandated to go to libraries.
